The monograph is the result of applying a phenomenological approach to finding answers to the challenges posed by global instability, exacerbation of the contradictions of globalization and national development, political and economic turbulence. The importance of socialization as a technology of social capital growth and endogenization of economic development to improve the social quality of society is revealed. It is shown that the core of achieving a rational relationship between economic and political transformations is the transition from cosmopolitan universalism to the evolutionary institutional support fo economic development based on pragmatism as a conscious economic, social and ethical action.
